Neighbor cat in my yard?

My neighbors cat keeps coming into my front yard to terrorize my dog. We have giant gl windows in the front of the house facing the yard and the cat sits out there at night and just taunts him, i run out to try to shoot him with my bb gun but it just bolts and is back in the next 10 minutes... Any repelents i can use to keep it out of my yard? Like a territory marker like cat piss or something? and 5 minutes ago the neighbor yelled at me for putting him on a leash to chase the cat away....
