No insurance for ACL tear....?

I was told by a hospital that I have an ACL tear. The doctor was able to pull my knee out quite a bit. In their opinion, it was a bad one. Problem: I have no ins. and no one will accept me because I have a preexisting problem. I called a few places, price wise will cost me around 100 dollars to just see the doc. More for the MRI and of course more for surgury...was told it would lead there no matter what. So I offered payment for the inital visit. Nope have to have it up front. I am on a fixed income with barely enough for ends meat. I am on welfare, but don't qualify for medical situations like this. Adult basic wants way more money then I have. Can anyone help me with an agency, or other information? I would appreciate any info. I live in the state of PA.
