If a city is to survive, how does this happen when some of it's suburbs are deteriorating?

Example, Dallas, South Dallas, East Dallas, Duncanville, North Dallas, Highland Park, Arlington, Irving, Some of these are cities just on the outskirts, some are sections of Dallas, and there is an indication that many places within the substructure of Dallas as a whole are suffering from decay, abandoned buildings, and higher rates of street crime.
